Ukraine has 349 small depressed towns with a population of 10.000- 50.000, comprising 22% of the population. There are 60 towns of this kind in Belarus. In Georgia, around 43% of the entire population resides in small towns. These towns tend to have a single industry and in general a lack of diversity and low productivity, resulting in considerable poverty, tension and depression. This has resulted in growing numbers of vulnerable and marginalized people.

Due to cheap and secure supplies, traditionally there has been little focus on energy efficiency in the former Soviet countries. Even since gaining independence there has been little movement to develop energy efficiency strategies, supported by appropriate policies.

Buildings account for 40% of the energy demand in the EU, and even more in the ENPI countries. Improving energy use in the building sector is therefore essential to reducing energy consumption and CO2 emissions. Historical buildings, of which there are many in Ukraine and the Russian Federation, pose a particular challenge given constraints that apply when undertaking renovation work that make it difficult to increase their energy performance.

In 2008 the EU adopted its Climate and Energy Package (CEP). CEP calls for cutting CO2 emissions, and increasing energy efficiency and use of energy from renewable sources, all by 20% over 1990 levels (20-20-20). In order to achieve these goals on a larger level, it is important that ENPI countries and local authorities (LAs) commit and contribute to common values and principles. In the ENPI Eastern countries, artificially low energy prices have resulted in a poor culture of energy efficiency.

Moscow and Ukraine are two very important centres of the Russian avant-garde architectural movement of the 1920s and 30s. Since the 1990s, however, little money has gone into conserving these buildings. With many developers and architects considering it cheaper to replace rather than to preserve, iconic examples of this cultural and architectural heritage have more recently been threatened by numerous development projects. This in turn threatens the distinctive character and cultural specificities of Moscow and Kiev.
