Cultural tourism is significantly more environmentally friendly than traditional mass tourism and can play an important role in the economy of the countries and regions involved in the project. These are the Province of Cagliari in Sardinia; Hunedoara County in Romania; Cape Bon in Tunisia, and Krasnodar Region, Temryuk in the Russian Federation. All four share a common history and cultural heritage that reaches back to their longstanding experience of life under Roman Empire rule.

Since the Second World War, new towns and cities have grown up all over Europe to meet rapidly growing population needs. Today, many of these experimental cities are experiencing similar problems: poor image, environmental issues, a lack of social cohesiveness, and decaying infrastructure. In the past 20 years the huge growth in population has made the need to create new cities a governmental priority in many Mediterranean countries, and many have been created.

The cities of Fes, Tangier and Ghobayré are currently experiencing rapid population growth, immigration and a concentration of vulnerable populations. This challenges local authorities to develop strategies to enhance sustainable human and economic development for the benefit of all citizens, particularly those in vulnerable communities.

Both Byblos (Lebanon) and Mtskheta (Georgia) are World Heritage Listed (WHL) cities which have recently been threatened by the ravages of war. Despite the fact that WHL sites have a significant impact on the image of countries and local economies, few measures are put in place to safeguard them. In part this is due to a lack of awareness of civil and military concerned authorities (and even less concern is shown by attacking forces) of the provisions of 1954 Hague Convention and its two Protocols. An even more significant impacting factor is the lack of structures, guidelines, and capacity to develop appropriate policies, and prepare and implement risk management plans.
