Not only does the average person in the EU produce twice as much waste as their southern neighbours, but in the south almost twice as much of the waste produced is organic. In general, however, on both sides of the Mediterranean, the quantity and changing composition of waste is making it urgent to find sustainable methods of waste disposal. Of particular concern in the South is the fact that waste is mainly thrown away in an uncontrolled manner, with only 5% being recycled. |

Environmental conditions pose health risks in many of the densely populated Arab towns in the Galilee and almost all Palestinian urban areas of the West Bank. Reasons include smaller budgets and fewer services than other towns; little public awareness of good principles of waste management; and few staff in local authorities. 1% of solid waste in the West Bank is recycled; none is composted (41% of solid waste is organic); 30% goes to landfills; and 69% is dumped in the open. Unacceptable environmental standards result in uncontained sewers and factories too close to densely populated areas. |

This project aims to improve the management of solid waste in several South Mediterranean municipalities. Despite numerous efforts to improve the management of solid waste disposal, problems still persist which are similar to those experienced in the north Mediterranean countries over the past 30 years. Many of the approaches applied in South Mediterranean municipalities have not yielded effective results due to the lack of managerial capacities and trained staff, and to the application of measures that were not adapted to the specific conditions of the Maghreb countries. |
